too many images in signature?

picture size is 489 x 120 pixels. why it says theres too many images when there is one and it says they're allowed?

I don't think you even able to put images in there, even if you put there 10x10 size image in the right format the same error will appear. 

 

I think NCSOFT basically disable it but forgot to remove image warnings..
