Marketplace is shared by all servers in a region.

It was supposed to be cross server but it doesn't seem to be, the amount of items on offer seem incredibly low for it to be cross server.

How to test for yourself... find a item that has few posting that you own, Post yours at a very large, specific price.  Have someone on a different server check it for you.  You will have to pay the listing tax for the item.  Do they see it? Then after you chekc, cancel the item. (Maybe setting up a very specific auction style item would be faster, idk).

While your math may be correct, please be aware that the Marketplace IS cross-server.  There is one Marketplace for NA and one for EU.
