cannot see tooltips in marketplace and characters info page

hey , while i mouseover a marketplace item or soulshields/items in characters profiles a tooltip dosnt show up while i know it should.

also in the market i got a text saying; nc://bns.market/itemtooltip?..... (i will attach a screenshot of that soon)

the bns support team trying to help me with this issue for a few days now but without success so far :(

so i was wondering maybe somebody else encounter this issue and manage to self fix it.
