Valentine's Day Daily: Chai So not giving quest

I understand that one has to be level 16 and above to get this quest from Chai So.

My character got the quest when he is at level 45 H.M 1, but now at H.M 2 Chai So no longer give the quest.

Ive had same problem for at least a week. found this thread searching for a solution. I guess no one has one :(
