Which is the real ping? The EU one or the NA

I'm playing in EU Servers and i followed a guide to check my ping and when i did i had about 220ms! So i decided to try WTFast looking for an improvement. The thing is, in the WTFast programme i see that i got 80-110ms but im still playing with the same "delay" between skills. Also, WTFast says the game server is in AUSTIN US, so maybe we aren't actually playing in a EU Server 100%.  I can't fully understand this so i hope you guys give me some info. I'm playing KFM but i read you CANT do a shit if you have over 150ms, that's why i want to know if im playing at 220 ms or at 100ms. Btw, the first time i checked  the ping was at the CMD "ping and the IP Server"
