Moonwater Transformation Stone

Decided to look up when I would get one so I could upgrade my staff, going for 6g on the market. However I came across the comment that they removed that stone from the quest rewards.

 

Is this true?

Yes, not a single quest in the game gives moonwater transformation stones at the moment, they all have to be crafted.
