NC launcher wont open, still running in the background

I've had this problem for a week now, seen many threads none of which were helpful

I run AS ADMIN the blade and soul shortcut and nothing happens. When i check my processes NC launcher is in fact running in the background.

I've uninstalled and reinstalled the Launcher with my antivirus disabled and it can't even update. After reinstalling the NC updater launches on startup and I get a window saying Invalid Argument!

I've also redownloaded .NET framework and C++ 2005 with no luck. I'm running out of options.

I've been playing just fine up until I installed the latest windows updates and AMD Crimson Drivers

 

Additional info: I use Windows 7 x64bit, AMD Radeon HD 7850. I also get an instant bugsplat when i run League of Legends... I'm not sure if that's relevant.
