Yeah, I mean look at how people complain about summoner all the time. It was balanced for level 50 content and is hilariously OP right now because of it.

Not true. The class is merely locked client-side. All the assets and resources necessary to create the class are already implemented both client and server-side. That said, you can hack the client and actually create the class, but you'll be banned shortly after (if not immediately) for violating the EULA or whatever by doing so.

 

You're confusing "developing" content over time with "implementing".
