Platforms not loading half the time with combat optimized + low end pc optimize + textures at 0

Although this is due to my trash laptop, it shouldn't be a problem to begin with. Prime example, every time I teleport in Efleet from the slashimi red portal to poharans area, the landing area is 50% never there so I end up falling down to the bottom of the ship and then auto death. This is with optimize for combat on and texures and everything else at 0 or 1.
