1v1 FPS issue

So trying to pvp and climb rankings and I've had major problems with pvp matches.

 

During any of my matches i am getting anywhere from 3fps - 15fps. 

 

Another notice is when being paired up against someone who is lagging (example: players who have a 250ms+ to server) like crazy it becomes apparent that it is enabling them to use Iframes when they shouldn't be.

 

No problems during pre-season for PvP. These problems have begun after the latest patch and then the so called optimization patch that went in today. 

Also, still experiencing FPS loss during 24m instances. 3-10fps is the norm when inside a full instance. 

All of these issues have arisen after the 2 latest patches.
