Awakened and True Siren have only 70% chi recovery

I had suspicions about it while doing pve stuff, so I went to tower and tested it on training dummies. I tried to have only 2 focus at max, doing 2xLMB to get 2 focus and RMB to burn 2 focus. I've recorded a video showing exact moment when regen procs, and it clearly says +7 focus, making it 8 on bar (including 1 focus returned by auto attack).

Awakened and True Siren weapons have been buffed in the Rising Waters patch, giving them 100% focus regen up from 70%, as stated in the patch notes and item tooltips, so this behavior is clearly a bug.

Confirmed this on Awakened Siren Staff, True Siren Staff, and Awakened Siren Axe - all are giving only a 70% (7 and 70 focus, respectively) procs instead of the "buffed" 100% proc advertised.
