BUG - CANNOT OBTAIN Legendary skills - Missing Achievement

So I got the book from BSH 2nd run all happy days and now im stuck on one of the parts of the quest, it wants me to obtain the following item:

I found sowan and when i try to purchase it it tells me 

So I farmed 4.5 k beans for the achievemnet:

and when I go to sowan it keeps telling me the same thing that i need to unlock lightning draw training secret.

If any of you have any idea please let me know. Also, if someone can tell me where the achievement merchant is that sells this scroll thingy would be much appreciated as well.

It seems that the achievement that you need to unlock the legendary skills with books from BSH is missing in the client.

This is serious issue, not sure if anyone is looking into that.
