Mak Dagul spawn blocked by Gubong

In Eastern Fleet Supply Chain, a named mob Mak Dagul is needed for a daily quest. He spawns in same area as the miniboss Mak Sobo and bonus boss Gubong. He doesn't spawn while either of these bosses are up and this seems intended. However, if the bonus boss Gubong spawn is triggered by killing Mak Sobo, Mak Dagul's spawn gets blocked until Mak Sobo spawns again. That is, even if freshly spawned Gubong gets killed right away after Mak Sobo it can take a very long time (+20 minutes) for Mak Sobo to spawn and get killed again and during this time Mak Dagul does not spawn. This seems like a bug because normally Mak Dagul's spawn time is a minute or two.
