New player question: do PVP while levelling or just rush to 45 ASAP?

Hi all, title says it all. Just wondering if PVP arena is worth doing at lower levels, or if I should be focusing more on reaching 45 first. I'm not really interested in world PVP, but I definitely want to give arena a shot. Wondering if end game PVP is drastically different, really.

Reach 45 first, in Arena PVP it balances you out so soul shields and all that doesn't matter however if you lack the specific skills needed to counter, you'll just end up easily getting Rekted. So I highly recommend leveling to 45 first. As it doesn't pair you up to people of the same level.
