Way of the Destroyer Part 6 broken?

I'm stuck trying to do the Way of the Destroyer Part 6 Quest.

It says that I should "Use Tempest against the Training Dummy when Brother Hajoon is stuck down by Heatwave."

In the Questlog it says "Use Tempest when you are knocked down."

 

No matter what I'm doing, it doesn't seem to be the right thing.

 

Is this buggy or is it just my brain hurting?? =D

Stay near the dummy and when he knocks down you, use your skill on the key 1. It should be okay.
