Question about Lightning Focus

If you are using a hybrib build for pve, and do not use Storm cleave,  is there even a use in putting a skill point into Lightning Focus ?

I see many people using Lightning Focus without even skilling into Storm cleave.

Personally, I also use a hybrid build and I use Wind Focus. If you don't spec into Storm Cleave, Lightning Focus is pointless.
