NCSoft Folder Empty?

So I was looking up the whole voice pack business (which I was told is fine with the devs) and it said I have to put files in the NCSoft folder. Problem is, it's empty. Is there a way to fix this? Also, if I am mistaken about the devs being cool with the voice packs please let me know and I won't pursue it.
