Martial Tome Bug?

I am only level 11 and i am at the 8 masters part where you finally learn how to use your martial tome and i don't think i can do it at that level. So it will not allow me to learn any of the skills even after following the things old man cho told me to do. I have no idea how to fix it and the message "Press K to open Martial Tome and select what to learn." I have no idea how to do this just due to the fact that i'm not that level or if its a extremely bad bug in the game. I also don't want to have to start my character over due to the bug so any help would be very grateful. Thank you ahead of time.
