PvP or PvE build?

I'm currently a lvl 45 BM and I was just wondering what a better build for the skills is and how do you guys set your skills up. Mine are pretty randomized and weird. And what is the best attack power weapon wise? My weapon is currently Hujikar and my attack power doesn't seem right for this level.
