how do you show player names?

is this a bug or a feature of the game, i have only just joined BnS and i was wondering why i cant see any player or NPC names at all unless i enter combat, but after about a second they go away, is this normal or is it just me, ive looked through the settings and i cant find anything, thanks :)

 settings > names plates,  I think, also there is 'sliders' to make names fade in combat etc and boxes to tick for in 'combat only' or 'always'

hmm this works, unless i go to a different zone and then it doesnt show them anymore, its really annoying because i cant really see the NPC names either so i dont know who to speak to for a quest
