First NCsoft Answer:

" It looks like your purchase attempts were caught in our general security checks and purchase limits. I’m able to override these purchase restriction for 24 hours. Please make your purchase within this time frame. If you are unable to make the purchase within that time, you may need to contact us again. "


Second NCsoft Answer:

"After reviewing your account, we have found that your purchase attempts were declined by your financial institution. When this happens, we are not given a reason of the decline. Please contact the financial institution for information about the refusals. Once you have resolved the issue with your financial institution, try to make your purchase again. You should have no further issue."
