Random Encounter in Dragonscale Valley

So I was just wondering if anyone else had experienced this encounter:

 

Basically I was in Dragonscale Valley doing the quest which requires you to quell the Thrasher population while also overturning stones and resuscitating Hydro Ploggles. While over turning these stones I encountered a strange mouse in a large hat who had the name "Puthos the Adventurer" (Not sure about spelling, lost the name in chat after logging out). 

 

Has anyone else encountered this NPC and if so, what does he say/do?
