Completely agree, Here I will explain it more in technical way.

The game lay into two parts, First one is about the whole database for the server like Character information, Arena score,etc while other part is just simple updating the location of Characters and NPCs/Mobs/Bosses.
 

So the database part located into Texas- USA while Updating location and hosting game located in German, That mean German server just upload and download data from  both side (Your side and NA side ).
Imagine that impact of that on ping and performance of game,You upload your character data(Items,Arena score, etc) and then German server redirect that data to NA server while it working on updating locations of you character,Mobs,etc then it wait the respond from NA server so it can respond back to you.

 

So it not a really 30ms as you imagine add on them 200ms traffic
