Can alt characters receive and use non-tradeable items?

Can you mail non-tradeable items like breakthrough materials or costumes to alternate characters for them to use, or does non-trade truly mean that even on the same account?

Non-tradables are literally bound-on-pickup. No trading, no mailing.

yes there are from levelling and to help with leveling a character

 

As for gear and weapons there is Account bound, Tradeable and None Tradeable, the differences are obvious

well thx. all i need another toon are surveys for the good rewards:D and maybe farm when im 40/40 on my main:D so like 2 x more gold

I think all items from surveys are character bound

there is no Account wide warehouse, bank

Thank you for the confirmation on the trading/account thing.

 

What's the best thing to do with extra non-tradeable materials? Just sell to a merchant, or salvage them? I haven't really compared the sell prices for intact items compared to broken down materials.
