Looks like this daily quest in fishbelly pub which requires you to beat the guy standing on the pier is a little bugged and sometimes the quy refuses to give up and qith his remaining 1 HP you cannot take from him, continues to beat you until the end of times.

 

i fought with him for some minutes before just resetted him and then talked with him again. Worked fine.
