Changing loot settings outside of dungeon only

im not sure if its possible... but can we make it so that loot settings can only be changed outside the dungeon please?

i just ran brightstone ruins where the party leader set himself as master looter and set the rolls for heroic items only shortly before we finished the dungeon.

it is a very displeasing experience.
