Recommended skill paths

Are they the best? Or is there something that definitely needs changing, or something that only needs changing if you plan on playing certain way? I have a lvl 38 destroyer and I'm not sure what are the best skills to invest those points in. I've just been going with the recommended for now.

They are fine for leveling but the best thing to do is learn every skill inside and out so you can create a build that works best for you.  The recommended builds are pretty lackluster in my experience.
