Force Master's Frost Tornado

So FM's Frost Tornado says it stops Offensive and Defensive skills for 4 seconds upon the first hit.

 

In text this essentially sounds like a 4 second silence to me.

 

But does anyone know how it actually works?

 

I've used it against my friend in sparring pvp and he tells me all of his abilities remain available to use.

 

I've been hit by it in FM vs FM matches but I didn't notice a change in what's available in my offensive and defensive spells.
