Golden Deva Wheel of Fate Issue

I have been farming Golden Deva Essences for a while now. Probably used 60 of them on the Wheel of Fate trying to get the Golden Deva Costume. I got the Head Adornment, but however I get a dialogue once in a while stating - I cannot use this item because I do not meet the requirements - BUT I don't know what item it is whatsoever, what are the requirements and why won't the Deva Costume drop? Halp me PLOX T-T

thats because too many people are trying to roll the wheel of fate....happens to me when i try to roll the wheels of fate on the red costume..the first one
