Dragonchar mastery

hello guys
please i'm trying to unlock a stage 4 skill and i need some sort of 'Dragon char mastery'

it says in my achievement!! but i can't find it there and how i unlock it !!

 

can anyone please explain to me or tell me how to unlock this dragonchar mastery ???

Only at Lv50 content.
