Secret Technique Explaination

Sorry if this was already asked, I'm a dunce in that I cant even find a forum search button. If this has been asked before please explain to me how to search. 

Anyway, so I ran across one of these secret techniques, specifically for the radiant ring. My question is, what exactly does it do? Does it complete an order of the item stated? I'm totally confused.

I dont know the answer but the search button is the magnifying glass or alternatively you can just press enter after typing your search term.
