issue with stutter

trying to get my brother to enjoy this game but on his computer for some reason he gets constant stutter to the point where he cant play the game.

 

for a frame of reference he can play wildstar fine, wich is a newer game and some would say poorly optomized.

 

here is his computer

 

windows 7

8gigs ram

intel i5-3450 3.1ghz

Geforce gtx 560 Ti

 

i know its not an amazing computer anymore but since he runs wildstar with no issues id be surprised if the issue is his rig.
