Heya, I buyed the secret technique fan but i cant use it.

Is the quest not available ?

Its not quite as easy as just purchasing the fan, at least not on CN servers which seems to have the same required parts as our version, does, but there is no real official idea how our version works, at least nothing from NCwest, unless it is just same as asian versions

 

Heres how it worked on CN servers, as you will see the Hongmoon fan is quite far down the list of stages of unlocking the skills

Shouldn't the description on the item change then? If you look at the item's description on this version it says "Initiates Quest" which it really doesn't and is just misleading everyone.

I think the part when it initiates a quest is just not implemented in the game right now. Don't know if it will come with the lvl 50 level cap, can be.

When you get the scroll from Bloodshade Harbor a quest will start and the fan is needed for it. You also need the Hastily Scribbled Secret Hongmoon Technique which you can get form a merchant in front of Blackram Supply Chain for 10 Soulstones. But to get it you need the achievement (in this case with Inferno it's) Inferno Training Secret. Pretty sure the skill is key 4 for all classes so look at that one.
