What is the best Lv45 Belt and Bracelet?

I got a Sealed Siren Belt (Purple) but I can't tell if it's the best one. Do I keep upgrading this one and evolve it like I did with the other Hongmoon pieces? Are the stats the same from one Siren Belt to the next or do I have to keep getting more to, in a way, roll on stats desired?

 

Where can I obtain a Bracelet as well?

 

In an unrelated to topic - how can we get Unsealing Charms most easily?
