Massive FPS drops while in combat

as the title says, I have a problem when I get into combat my framerate constantly dips, but in a very strange way. It's not a spike, its a very strange ramp down, and after combat is done it slowly ramps back up. I also noticed in my MSI afterburner that my GPU usage ramps down at the same time dropping all the way to near 2% GPU usage, where the normal walking around it 50%. I also monitor my temps and they are normal, my CPU gets a max of 50c and my graphics card gets 70c only sometimes. Only have an FPS problem in this game. I've tried reinstalling and everything. I play on lower settings, but I believe my rig should be able to handle it on higher settings. 

 

Specs:
CPU: AMD FX-8350 overclocked to 4.5ghz
GFX: Zotac GTX 970 slightly overclocked
OS: Windows 10 Pro
 

using an ssd as well so it isn't something to do with that. also have 16gbs of DDR3
