Sending mail in game

I purchased an extra character slot but I am still unable to send in game mail?

same thing here bought a student bundle and i am still unable to use the mail. sent a ticket to support but no answer so far

Are you trying to send mail from the NPC? Vault/Market/Mail/Shop one. I found that was my issue when i couldnt send mail.

it still says that im required to charge nccoin to send mail...

perhaps it means to buy a useable ingame item, not a ticket (character slot)

yes.  I talked to the NPC and also pressed F6, both times it says I have to charge my NCoin.  But I have 400 NCoin in there, and already bought 2 character slots.
