Unique Low FPS Issue

i have an i7-4700mq with GT 750m gpu
I run the Witcher 3 and such in 40 fps
I haven't found any posts with a frame rate problem like this.

 

Blade and Soul stays around 15-20 fps, no matter where I am or what I am doing. It does drop even lower sometimes and makes it unplayable. 
The thing is, whether the game is in Highest settings, or lowest in 800x600 resolution, the avg framerate remains completely unchanged. It will be in 15 fps in highest settings, and unchanged even in potato graphics.

I have it set to high priority in the taskbar, I have high performance selected in the nvidia control panel, v sync is off, and my framerate limit is 120 for background and regular.
