How to use skills not on Hotkeys?

I'm in the Secret Training Room and I need to do a certain combo to pass. The first skill of the combo, Soaring Falcon, isn't shown with the other skills on my hotkeys.  It seems to be somehow shared with the number 1 where I have Body Kick, but I don't know to to switch over to it. I tried grabbing and dragging but the skills do not seem to be grab-able like items. Any help would be appreciated.

try going far from the target

Soaring falcon is a ranged attack and will appear as usable when you're at a certain range from your target. 

Dodge backward once and you'll be in range for SF
