So you need 5 of those to craft moonwater stones, you cannot craft it via Merry Potters level 3 and they go for like 6g each on the market.

 

How exactly are you supposed to get your hands on this ingredient? Am I missing something here?

You need the Merry Potters Moonwater recipe to be able to craft the Premium Tempered Clay Refiners.  The recipe drops in the dungeon Brighstone Ruins which you can find in Misty Woods.  The drop rate is very low (~5% estimated) hence why the prices for the recipe and the refiners are high.
