Quest Bug: Chapter 23

I had this problem since the server went down yesterday.

The NPC I supposed to speak with has no quest but it shows that he is the quest giver.

 

Fix it please NCsoft.  I have submitted support ticket and still no answer.

Have you hit level 30 yet?

Only lvl 29.  Do you think that's why?

Yes. My partner and I are 30 and 29 respectively and the NPC's quest is shown for him and not for me.
