Mushin unbalanced on world pvp

Perhaps they should have waited til players were 45 to select a faction?  I dunno but Mushin has ended up heavily outnumbered in favor of Cerulean with all 9 channels currently farming our camp in Misty Woods and no Crimson Legion farming their camps at all.  Faction status says even, but either Crimson Legion is all bots or level 20s.
