Name change voucher bug?

I purchased name change voucher on my old character because I did not want to wait for 7 days to delete it.  I changed the name and then created another character right away with the old name, but it still says that the name is taken.  I waited about an hour or two to see if that works but it still does not work.  Is this a known bug?
