Lyn Force Master Upgrading skill CD

This is about Backstep skill (double S) why is it that when upgrading the skill for first time the cd goes down to 12s but after second upgrade the cd goes back to 36 ? Is it suppose to be this way ? Or is it just a bug or is there supposed to be 2 diffrent upgrades that you can pick either of them without uprading the other ?

It is working as intended. On the second upgrade you get recovery from stunned, dazed, knockdown and unconsciousness. Plus freeze the enemy for 5sec.

 

It is a choice whether you want the first one or the second with other effects to it. If they gave you 12sec cd with all the other bonuses, you would be OP.
