Why cant I send a clan invite?

I am the clan leader yet I cant send any clan invites. What are the requirements?

When sending the invites, what does it say? Also to the people you're sending the invites to, are they in the same faction (Cerulean Order/Crimson Legion) as you? You can only invite players into your clan if they have the same faction as you.
