My download speed is dropping to 1byte/s. 

Where are the servers? On the moon?

My NCSOFT folder is 16,9 GB

What I am supposed to do right now?

Or how can I download all remaning files (which I think is another 3GB) with normal speed?

Open your task manager, end any process related to this..
Launch NCSoft launcher on your desktop, if there's any remaining files it shall download it, if there isn't try "Files Repair" button..

I've already done that like ten times.

And still it gave me the same result which is dropping speed from max to min again, and again.

That's why for about 4h I've managed to download 15 MB :v

Follow instructions here, but you will have to download 13.2gb again..
