I don't get it either. They are saying the NA server is down for maintenance on Twitter and here at the forum. But the EU server is down too for maintenance

It's most likely because the servers have not been moved to Europe, or NCSoft have been playing the dirty game with us.

If EU servers are in EU why are they under maint when it says only NA are?

Seems like it's only Starfall that is down. When trying to create a character, all other servers are fine. Only Starfall have the maintenance icon and message.

Can confirm that some are indeed working, when I made my first post I was only in character creator but just now I made a char in one of the new servers and logged in. Perhaps it's just the old servers that aren't working?

True, but the issue here is why are we getting the maintenance message in the EU when it should only be on the US.
