Does buying a costume from the Hongmoon Store give the item to all of your characters?

Does buying a costume from the Hongmoon Store give the item to all of your characters? I want to buy a costume and want to know if it goes to all characters on my account.

Yea costumes are Character bound which is a bit unfortunate. But giving it to all ur chars thats like... giving u 2-7 items for the price of 1 which from what ive seen is not how NC works lol

Although i heard u cant use em on other chars which i think is pretty bs
