Quest Loot Priority

So I've got a question about loot priority especially those for quests.

 

I've been stuck on an area for a while because there's an enemy that drops loot to complete the quest but every time I try to go for the kill. Someone else ends up killing him and taking the loot.

 

I just want to know what the priority is for looting and who gets it i.e. most damage, killing shot, enemy focus, etc.

 

Can someone please clarify?

I would say (in my experience) it goes by most damage.

Incorrect, it is based on who aggroed the enemy/attacked first.

That's weird... I've had mobs stolen from me before even though I had the first hit.

 

Or maybe I lagged and it was them?

I too have had my mobs stolen and I don't get the loot so it can't be initial agro... unless its a combination of agro and dmg
