Viridian Coast: Dragonscale - Lost Guards quest

I'm stuck on the Lost Guards quest in Dragonscale. It says to Search for the Bamboo Guards in the Dragonscle and the blue quest arrows just point to the center of Dragonscale. The instructions say to head north to the Blackram base in the cliffs but I've looked all over and can't find anything. 

 

Do I need to wear one of the costumes to trigger something?

Ok, I was also kind of frustrated with this quest, but I found out that theres actually a guard along the road that you talk to and it looks like that completes the quest. I'd send some photos in, but I apparently can't with the free to play account. Its close to the Necrotic Laboratory dragon pulse if that helps. :/

Guys, the way to complet this quest is simple. You need to equip the Bamboo Guard Uniform received on lvl 12~15 (i don't know exactly) and, after equipped with this costume just go in the quest marked point and a bamboo guard will be there, on the ground. Talk to he and retrieve the quest.

Umm were can u get another Dragon Scale i accidently used mine and left instead of riding pulse?
