Do i have to delete all the game data and download it again?

i have bought NCoin as well from a digital code and purchase some costume and stuffs from hongmoon store but i can not send any mail even to my alt...

it says that it's unavailable for character below level 15, but my character is level 45 already and my alt is level 19...
